The Guidelines require the Public Administrations to carry out a technical-economic comparative assessment on the purchase of the software, motivating their choices and favoring open source solutions, including those made available by other administrations, and in addition to always develop code with an open license.

Drupal natively has the functions to support the definition of vocabularies and taxonomies, whose entries can and should follow the classifications and standard codes identified and maintained within the network of ontologies and controlled vocabularies of the public administration, OntoPIA, supported by AGID.
